Harbin City will pilot the construction of 'assembled houses'

Recently, the Heilongjiang Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Natural Resources jointly issued the 'Notice on Clarifying the Construction Requirements for Prefabricated Buildings in the Land Transfer Stage'. The 'Notice' requires that more than 20% of the state-owned construction land transferred by the pilot city Harbin every year shall adopt the prefabricated construction method. According to the 'Notice', local natural resource authorities should incorporate the relevant requirements of prefabricated buildings into the land supply plan according to the development goals of local prefabricated buildings, and implement them into the land use contract. More than 20% of the state-owned construction land that the pilot city Harbin sells every year must adopt the prefabricated construction method. Our province encourages the implementation of prefabricated building projects on the concentrated plots in various places to form a scale effect. For land projects constructed by the prefabricated construction method, the assembly rate of prefabricated buildings and the relevant requirements for finished houses shall be indicated in the land supply plan, assignment announcement, assignment contract or allocation decision. According to the 'Notice', the construction of cultural, education, health, sports and other public welfare buildings, affordable housing, old city renovation, shantytown renovation and municipal infrastructure projects invested or led by local governments should take the lead in adopting the prefabricated construction method. All localities should increase the guidance of large-scale public buildings, industrial buildings, and commercial densely populated areas to adopt prefabricated construction methods, promote the use of prefabricated construction methods for new commercial housing, encourage villages and towns to explore the use of prefabricated construction methods, and gradually expand the scope of mandatory prefabricated buildings. . The 'Notice' requires that local construction authorities should strengthen the supervision and management of the whole process from construction application, design document review, construction permit, quality and safety supervision to completion acceptance and filing for prefabricated building projects, clarify the supervision points, and ensure that prefabricated building projects are in accordance with The prefabricated building requirements are determined in the land transfer contract. At the same time, actively promote the application of building information model (BIM) technology and general engineering contracting (EPC), strengthen the main responsibility of enterprise quality and safety and lifelong responsibility for quality, and urge all responsible parties to establish a whole-process quality traceability system that is compatible with the characteristics of prefabricated buildings . For prefabricated construction projects, local construction authorities should increase guidance services and supervision and inspection efforts, and seriously investigate and deal with violations of quality and safety laws and regulations. For projects that are not constructed in accordance with the requirements of prefabricated buildings, local construction administrative departments shall order them to suspend work for rectification. Eligibility for auction of pre-conditions. A building assembled from prefabricated parts at a construction site is called a prefabricated building. According to the form and construction method of prefabricated components, it is divided into five types: block building, plate building, box building, skeleton plate building and rising plate building. Features of prefabricated buildings: 1. A large number of building components are produced and processed by the workshop. The main types of components are: exterior wall panels, interior wall panels, laminated panels, balconies, air conditioning panels, stairs, prefabricated beams, prefabricated columns, etc. 2. A large number of on-site assembly operations are greatly reduced compared to the original cast-in-place operations. 3. The integrated design and construction of architecture and decoration are adopted. The ideal state is that the decoration can be carried out simultaneously with the main construction. 4. The standardization of design and the informatization of management. The more standard the components are, the higher the production efficiency will be, and the cost of the corresponding components will decrease. With the digital management of the factory, the cost-effectiveness of the entire prefabricated building will become higher and higher. 5. Meet the requirements of green buildings. 6. Energy saving and environmental protection.
